O-sensei is often quoted as having said that aikido is 90% atemi, but I'm not sure of the source. Can anyone help with that?

How about this:
A convincing atemi (from Uke's perspective) comes from the knowledge
that Nage is in a position and has the capability to deliver a solid
blow. As a nage, the best way to convince Uke that this is the case is
actually to be in the position and have the capability of delivering a
solid blow. So I think Mike is probably right about training to strike
well.
And of course just because you can doesn't mean that you have to. This
is where the spirit of Aikido lies.
