The difference was $2,000 not $25,000p/a. Incl power and electric backup.

Somehow I don't see bcl = budget. Where I was working recenyl saved about 900% overheads by going with TeamTalk rather than BCL for a TX site.

I would think that the terrestrial version is more likely with someone like BCL installing transmitters at their existing sites and then selling channels to various outfits.  Broadcasting from staellite has some interesting challenges for mobile users that the terrestrial version gets around.  If BCL do offer the service and people buy the receivers, I would think that it will open a market for a competing 'budget' operators in the main centres.  Making the spectrum available (around 1500MHz) and ensuring that competition can happen will be the interesting challenges for the MED.

What is the major cost in DAB?  I presume terrestrial broadcasting will be possible, not just satellite?  Is it not just another transmitter on a high hill on a high frequency?

Band expanders are just a quick fix and actually cause us significant problems with the radiation of signals in other bands and mixing problems.  They also reduce sensitivity quite markedly meaning that we all miss out on coverage.
 
DAB is still the best thing going for the future despite the large capital investment.  I can hardly wait for the first "commercial" DAB service, purely to see how long it takes for a "shoestring" version to pop up run by people with a more community-minded philosophy.

Yes, you mught advantage the owners of radios designed for the Japanese domestic market.

But you then disadvantage the owners of radios designed for the New Zealand domestic market.

And afterall, which country do we live in?

The next big change to radio will be the adoption of DAB, or satellite broadcasting - both way in the future because of the costs.
