Having just poked around some mapping software we have here, I fail to see
how he can fit 2 transmitters in west auckland, 2 in east auckland, and
one in takapuna.

Western Heights to Botany is 27km as the crow flies.
Western Heights to Takapuna is 17km.
Botany to Takapuna is 20km.
