I see. Papamoa is quite a distance from central Tauranga and blocked by hills so a number of frequencies could be used. However, I can suggest some.
88.1, 106.8, 107.5, 107.7
I'm using 88.4 at the Mount which can be received towards the Papamoa Domain, but coverage of 88.1 in Tauranga should not overlap 88.1 at Papamoa, if the lower band is preferred. 106.8 should also be fine. I'm not sure where the 107.6 transmission is coming from but if it's not in that direction then 107.5 or 107.7 would be better.
