OK Here's the deal with the majority of Life FM LPFM's - they are operated by local churchs who have raised the money to buy all of the epuipment themselves and they get no support from RBG (Rhema Broadcasting Group). They all have permission from RBG to relay the signal. The signal is generally recieved via satelite and not a distant transmitter.
My feeling is that those people who have raised money to have a radio station, in their home town, with a format that they like have done exactly the same as any other LPFMer. They just have a different source for their programme.
I most certainly and strongly agree that the retransmittion of a signal the is already present in the area is a waste of a good frequency.
But if I live in an area where it is only possible to receive Hauraki with a very big yagi and masthead amp, then why should I not be allowed to rebroadcast Hauraki to the many other people in my town who also want to listen to Hauraki? Yes I would get permission from Radio Network (it's not hard to do). Currently we can only get MORE FM, CLASSIC HITS and RHEMA on NON-LPFM.
We are in a very luxurious possition as far as LPFM frequencies, we only have two operators, my Pirate fm and Life fm.

My feeling is that if a station is a holder of a Full Power licence they should not be permitted by law to occupy any of the LPFM frequencies of be relayed over any LPFM frequence.
As we know in certain locations in NZ few frequencies are available.
