I agree except for the no linking.  I use a link because it would not be feesible for me to transmit on LPFM from my home location.  It is mostly surrounded by a ridge.  I would be disadvantaged compared to someone else who lives on the ridge, so that would be unfair.  I would prefer the following restrictions:
  • No commercial spectrum licence owners or operators
  • A maximum distance from the studio/source programme to the transmitter of 50km.
  • A minimum distance of 12.5km between transmitters broadcasting the same programme.
I think it's fair enough for an LPFM broadcaster to cover his town or suburb with additonal transmitters, as long as the source material is local.  It's basically the same as increasing the legal power limit above 0.5mW and who would not want to do that?

There is nothing in the GURL that prohibits advertising on LPFM. Many stations have managed to make a reasonable living from LPFM. I think you may be confusing...
