I suggest reading the discussion paper, as this is what RSM want submissions for. You should quote the proposals numbers that you are commenting on.
There is a PDF to download or read it online. Proposal E is what I was commenting on. This is discussed in paragraphs 41-45.
It will also be worth commenting on Proposal D above (paragraphs 38-40). This will impact the number of frequencies available in the lower LPFM band in the future. I suggest that if 87.5 upwards becomes available one day that the guardband should be 87.5 to 88.4, and high power licences from 88.6. They are currently proposing that 88.0 onwards will be used for high-power licences which severly restricts the available frequencies for LPFM.
As some of us mentioned in September when the paper was released, the more professional the submission, the more they will take notice of it. The commercial networks will be spending $$$ on engineers and lawyers to write up negative submissions for this proposal, so we need to make a positive impact as much as possible.
And the more the merrier. There is only 2 large networks operating so presumeably they will only receive 2 submissions from these networks, whereas, if we all sent in a proposal, they would receive over 100 submissions in favour of the changes. So even with our not-so-professional submissions, the numbers should make up for it if everyone does it.
