It would be nice if it was measured that way but the restriction is that you cannot radiate more than 0.5 watts in any direction. Stacking dipoles will reduce the radiation towards the sky and ground and directs it more horizontally.
Most of the commercial stations here in Tauranga are only using something like 200 watt transmitters but effectively radiating around 1500 watts towards the city.
Say you have a 1-watt transmitter. How can changing your antenna radiate more power than 1 watt?
Is it not the case that changing your antenna will radiate in a different pattern (for example further horizontally but less far vertically) but the total power radiated would still be 1 watt, no?
