I would hope there's some form of minimal local programming to stop more commercial stations with the same stuff the breakfast jocks on the networks already do.
 
As far as education authorities go, perhaps it's offering media students the chance to get some hands on experience without paying for it such as through access stations etc...
 
I can't really imagne what else.... we've already got CUE TV on Sky (ex: mercury, ex: Southland Television) down here broadcasting S.I.T educational programming so taking in to account other media agencies would need to be considered and what they already do on a grander scale.
 
I just don't think they could really come up with something outside of those few ideas as to what local radio should include as a mandatory part of their operation. If they gave support to local radio and small-medium regional broadcasting before now, maybe they could have come with something more intelligent as to what local/regional radio should be like.
 
I think of Hokonui Gold in Gore as a good example of making money, but being a good niche and sucessful independent commercial station of real value ot the community. Even if they are leased by a network now.

We already broadcast media releases from local & central government, emergency management and some educational institutions but I wonder if they are referring to more substantial programs?...

For those that may be considering branching out from LPFM and going high power, RSM recently released proposed criteria and conditions for the new local commercial FM licensing system.

It looks like a bit more work than I anticipated but it should be easily within the reach of enthusiastic people.  The only part I’m not sure about is this.

The licensee shall establish and maintain working relationships with significant organisations within the community such as Territorial and Regional Government, emergency management, and educational institutions, to facilitate relevant material from such organisations to be included in programme material to the level of at least three hours per seven day period.

What sort of material do you think they are referring to?

The Ministry is inviting comments regarding the criteria and conditions.  Comments may be made via email to the Radio Spectrum Policy and Planning team: radiospectrum@med.govt.nz

Unfortunately I can still see these licences going at a reasonable price in a tender.  Not the millions that unrestricted licences go for, but who knows.

It would be interesting to see how many licences that will be issued and it will hopefully give more room on the LPFM band (hobby broadcasters)... I have a few...
