take it these are basically advertisements or public announcements you must air
for free. Fair enough.
I’m
fairly sure these licences will be tendered for in the usual way, and ongoing
fees will be the usual licence fee based on the e.i.r.p. which is quite
inexpensive for around the 100 to 200 watt range.

already broadcast media releases from local & central government, emergency
management and some educational institutions but I wonder if they are referring
to more substantial programs?...

For those that may be considering branching out from LPFM and going high power, RSM recently released proposed criteria and conditions for the new local commercial FM licensing system.
It looks like a bit more work than I anticipated but it should be easily within the reach of enthusiastic people. The only part I’m not sure about is this.
The licensee shall establish and maintain working relationships with significant organisations within the community such as Territorial and Regional Government, emergency management, and educational institutions, to facilitate relevant material from such organisations to be included in programme material to the level of at least three hours per seven day period.
What sort of material do you think they are referring to?
The Ministry is inviting comments regarding the criteria and conditions. Comments may be made via email to the Radio Spectrum Policy and Planning team: radiospectrum@...
Unfortunately I can still see these licences going at a reasonable price in a tender. Not the millions that unrestricted licences go for, but who knows.
