thanks for this welcome update.  I know the sector is particularly anxious for a  conclusion to this.  It will be interesting how it pans out. ....
 
The issue of large networks and corruption of the LPFM GUL from  non primary rebroadcasting of Satellite or Internet feed is another hairy monster which will need to be addressed some time.

I regret to have to inform you that in spite of the considerable amount of work that has gone into finalising calculations that would enable the upgrade of the LPFM GUL to 1 watt the task has yet to be completed.  As a consequence it will not be possible to publish the revised GUL prior to Christmas.
 
I will review the work required on the upgrade both within this Ministry and with CAA and advise further on a proposed publication date for early in 2009.

Hi Alan,
 
I have been working to finish the calculations necessary so that we can publish about the end on this month.  As part of the process I have today had discussions with Airways and CAA to confirm the rules required for the coordination calculations in regard to the separation required between FMBC and LPFM transmitters and aeroplane landing routes and also in regard to the extent of the area where those calculations are required.
 
ACC, the regulatory authority for the safety of things aeronautical, will write to us confirming those discussions and I am please to report that we have had no unexpected pronouncements.  In effect this means we have been doing the right things to date.  There is one area where our previous thoughts had been adjusted and that was in relation to clearances close to landing routes calculations required for LPFM transmitters.  I will undertake analysis tomorrow to see what effect this on our coordination processes.  I am expecting the effects to be minimal.
 
Should everything go to plan we should be able publish a new GUL mid December.  I will advise if this timing can not be met.
