Hope you don't mind me posting this on a NZ group, however I'm sure a few
Australians look at this group (I do)

LPON (low power open narrowcasting) is very similar to your LPFM in NZ, however
we can transmit 1 watt but have only 3 frequencies available. Most of the
licenses have been taken over by large organizations (one organization now has
over 500 licenses!!) not only that but to obtain a license (if available) it
costs a minimum of $2000 (if you are not outbid in the auction)
Therefore I am trying to form a group so that individuals such as myself who
wants to start a non profit local radio station can have a fair chance in
obtaining a license.
