You mention two qualities there - strength and clarity. The two are mutually
exclusive.
With strength, you'd need to look at relative field strength levels received at
a certain distance from the antenna.
Clarity depends on various factors including the quality of your receiver, how
much signal strength you have at your antenna, the type of processing they are
using (if any) and perhaps a few other things.
By what you say, I get the impression you believe they are transmitting more
power than they are entitled to.
The only way you will know (short of inspecting their transmission equipment) is
to take relative field strength readings with a calibrated receiver.
