Hey Andrew,
 
We're currently leasing down this neck of the woods from one of your common spetrum holders in the fm commercal band, but I need to know the ins and outs before the next auction of spectrum happens so we can have the right to obtain our own. I assume we do a radio 100 and have a frequency okayed for use in the future, but do we HAVE to lease a license just so we have hte right to bid to obtain one next auction?

There's lot's of knowledgeable & helpful folks in this group so I'll see how I go with this question.
 
I put together a FM station database of Aust & NZ stations (except the NZ micros, Graham Barclay does a far better job on this than I could ever acheive here).
 
Anyway I was wondering if any of you folk have knowledge of the latutude/longitude co-ordinates in degrees, minutes & seconds of "ANY" NZ FM (88-108MHz) txer sites (excluding the micro-broadcasters). This information is used in a program to calculate azimuth & distance data from a known location to any FM TXer site. It's used by FM DXers in our two countries.
 
Sure the Ministry of Communications website has those map reference numbers & supposedly accurate gride/numbers but the conversion to DMS doesn't add up (old maps by the Reg of radio freqs). So I'd be appreciative of any help.
 
Also any accurate (known or obversed data) for FM txion sites/stations per frequency & per transmitter site such as:
 
1. Antenna polarisation
2. Actaul erp of FM station.
3. Descriptive location of FM tx sites in townships or near townships (eg crn main & High st, Wanaka or hill name or eg Water Tower, Greymouth)
4. Lat/longitude in DMS
 
..would all be gratefully appreciated.

Didn't the previou regs (or 2 ago ) say "frequency range - 88.0 to 88.5" Meaning between...
 
If the new one doesn't specify range, then the obvious assumption would be they have specified usable freqs....

I think you'll find the tawa station is on 88.4 now. sorry, I can't confirm that though.
 
Like I said before though, to remain consistent, if they say we can use between (but not including) 88.0 88.5, then surely the same will apply at the upper end, too? IE: use of only 106.8, 106.9, 107.0, 107.1, 107.2, 107.3. Will we now loose 106.7 too?

Don't The Generator operate on 88.50 from the Radio Training School, as well as Radio Lakeland
in Tokaroa, also why are there still a lot of Tourist Info stations still on the 100 - 101 Mhz Band ?

So, it could either mean the 88.0 + 88.5FM frequencies are now included, or (if I'm reading it right) that if the 88.0 + 88.5FM frequencies are excluded (as is currently the case, and was apparently always the case here in Wellington), to remain consistent that 106.7 is no longer available, but 107.4 is?
 
It seems as if 107.4 could either be used by a 300mW (LPFM), or 25mW(Real estate) device just by looking at the regs below... None of this seems to clear. It seems to be channel specific with 106.63, but all the other frequencies are rounded. So, maybe 106.7 isn't acceptable, but 106.75 might be (given the bandwidth, and channel spacings)? It's all a bit odd, really....
 
Maybe Andrew, our friend at RSM can help cast some light on this, if he's available to?

that:
 
I note a couple of differences in the old freq Range for the Document issued May 2002
which says that the freq range shall be: 88.10 - 88.40
yet the new Doc issued Dec 2002 indicates 88.00 - 88.50

Radiocommunications Regulations (General User Radio

Licence for Low Power FM Broadcasting Short Range

Devices) Notice 2003.

(2) This notice comes into force on 1 January 2003.

2. General user radio licence—A general user radio

licence is granted for the transmission within the range

of frequencies specified in the licence by means of

radiocommunication transmitters known as "Low Power FM

Broadcasting Short Range Devices", "LPFM Broadcasting",

and "Real Estate Talking Homes" in accordance with the

terms, conditions and restrictions of this notice.

3. Terms, conditions and restrictions—(1) The ranges of

frequencies, and power of transmissions, permitted pursuant

to this licence are those prescribed in the Schedule to this

notice.

(2) Transmitters must conform to technical standards as

prescribed in notices made under Regulation 32 (1) (b) of

the Regulations.

(3) Frequency use is on a shared basis and the Chief

Executive does not accept liability under any circumstances

for any loss or damage of any kind occasioned by the

unavailability of frequencies, or interference to reception.

(4) Should interference occur to services licensed pursuant

to a radio licence or a spectrum licence, the Chief Executive

reserves the right to require and ensure that any transmission

pursuant to this general user radio licence change frequency,

reduce power or cease operation.

4. Period of validity of licence—This licence expires on

30 June 2003.

Schedule

Transmissions must be contained within the following

ranges of frequencies:

Frequency Maximum permitted radiated

(MHz) power (peak e.i.r.p.)

88.0 – 88.5 300 milliwatts

106.63 – 107.4 300 milliwatts

107.4 – 108.0 25 milliwatts

 

Dated at Wellington this Wednesday, the 4th day of

December 2002.

Hi Gavin Obtaining an interim licence for a frequency doesn't give you any extra rights in an auction that I am aware of. It is strictly a "best price" system...
