Yes it is correct, rather than specifying spot frequencies, the new GURL specifies the band that a transmission must be contained within.
Hence you could not transmit on 88.0 as half the emission would fall outside the lower limit.

I note a couple of differences in the old freq Range for the Document issued May 2002
which says that the freq range shall be: 88.10 - 88.40
yet the new Doc issued Dec 2002 indicates 88.00 - 88.50
Is this correct ?
