It would be very useful to know ahead of time so we can prepare for the change.  For some it will likely mean antennas being removed from the top of 2 storey or higher buildings, and it will provide some time to find alternative locations.

more frequencies.

Hi Steve and all Group members

Acting as the chairman of The Society of Low Power FM Broadcasters
Incorporated, I have spent some time this afternoon trying to contact
MED / RSM to seek some clarification on the "height" situation.

So far I have not had any luck, but will continue to try and contact
various people and will post here if / when I have more information.

The aerial height has to be defined as above some reference point simply
because New Zealand isn't flat.

As an example, our Stratford aerial is about 12 metres above ground and only 2
metres above the building it is on, but the ground is approx 300 metres above
sea level, and Stratford is sort of flat with no hill, apart for the one
several kilometres to the west.

Our Napier aerial is 6 metres above the building it is on and approx 25 metres
above ground on the top of a hill that is about 60 metres above sea level.
Napier is also relatively flat with the except of the hill that we are
transmitting from .

So, let's sit back and wait for RSM to try and define just what is aerial
height, and then we can get excited and argue about how fair we think it is
then.

We are a good example of that.
We've gone through an awful amount of trial and error (and money) to find a good site but it is basically a tall building sitting at sea level so if the limit was based on height above ground...
Ironically I would think that we are exactly the sort of station that the government is intending to help. *sigh*

There is no mention of making links illegal, so there is nothing stopping anyone from linking to a site on a hill or mountain.  This is what those in low areas will now be forced to do.  Just extra expense for no good reason.

leaking coverage into other community licensed co-channel zones).
However, neighbouring Piha is geographically tricky, but because it is
isolated, something like a community license would benefit. I feel if
things were dealt on a case by case basis, it would be the best way to
tackle power issues. Licensing (even if it results with a special
granted MPFM frequency, for example) would be the way forward for
those affected by a height restriction.

You're missing the option for "It's fine - Leave it alone."

Enforcing height restrictions is just going to cost the RSM money that
they will never recover from LPFM broadcasters... given the efforts we've
gone to in recent past to reduce RSM's costs relating to LPFM (ie, forming
a society to resolve disputes), it's disappointing that they may now add
additional restrictions... I wasn't even aware they were worried about tx
height previously.

Until they release more firm info there is no point getting all excited
about it anyway.

Come on guys, what did you really expect.

LPFM has ever only been intended as a means of local broadcasting.

I know a lot of us do push the boundaries to their limits, and beyond.

LPFM is not, and never will be, a way of making money in broadcasting.

Lets be grateful to what the government has agreed to for now and through the
society lets lobby them for better conditions that will help improve on what we
have.

I've stated the facts out of the cabinet minutes. Transmitter height is not stated.
 
Whether LPFM stops at 88.4 or commercial starts at 88.4 is yet to be clarified.

That is not true for the whole country. For correct spectrum planning, in some areas the first commercial will be 88.4, in others 88.5, or 88.6, or 88.7 etc etc etc.
Depends on the band planning for each area.

You mention 88.4 being both commercial and for LPFM.  Which is it?  If it was done logically, LPFM would be 87.5 to 88.4, with the first commercial FM at 88.6.  Hopefully that's the situation.

Whilst the net amount is still low, a 3dB increase is still a 3dB increase, and it is still a  doubling of your power.
 
You got the extended frequency range as well, to allow for more stations on 87.5 to 88.4
 
88.4 to 88.8 becomes fully commercial, so will be closed off to LPFM.
This will be effective latest 1 Jan 2009, or possibly earlier if the land mobile can be cleared out of 87.5 to 88.4 earlier.
 
This means the Mai FM LPFM restriction will cease to exist, and Auckland will now have the same amount of LPFM space as every other city, another big win for Auckland
 
I'd say LPFM did quite well out of this.

So commercial radio got what it wanted (which is a new regulation they can use to strangle us with) and the minister got to say he gave us a 'modest' increase (which will make amost no noticeable difference).

I wish we here in the United States had a regulatory government concerning radio broadcasting that wasn't in the pocket of the big boradcasters.
 
We have LPFM here.. but it's such a joke! You can have up to 100 Watts.. it was supposed to be for non commercial entities.. but a lot of churches and national organizations have skirted the law and use them as rebroadcasters.
 
Be lucky your government regulates things are actually cares.

I too am concearned about the height. Without our current height our signal would be gobbled up by the neighbours.
I don't think a doubling of power would make up for it but on the down side it means further expenditure to take advantage of.
I spent $1900 on our transmitter in order to get a quality unit that is not likely to interfere with other operators (more help to them than me). It seems that the overall effect is to be worse off and yet cost money and effort...
 
The long looked forward to happy day has turned out to probably be a sad one for local radio...
 
With the additions and subtractions of band have we actually gained any frequencies?

give you a few percent extra coverage  most wont notice any
difference !!
The extended freq range will benefit on the Kapiti Coast now that
88.6 is A high Power commercial channel here for a local station that

broadcasters, say Broadcasting Minister Steve Maharey and
Communications Minister David Cunliffe.

The announcement follows a review of FM frequencies and approval of a
new policy framework to promote local broadcasting.

"The government is committed to supporting local broadcasters in
establishing stations that reflect the interests and diversity of
their community," Steve Maharey said. "In most regions there will be
two non-commercial licenses and two community-based commercial
licenses available."

David Cunliffe said the allocation arrangements underlined Labour's
commitment to broadcasting that reaches people across all New Zealand
communities

"The new arrangements will strengthen both commercial and
non-commercial local broadcasting," he said. "This announcement
carries through a pre-election commitment to make more frequencies
available throughout New Zealand."

"We expect to finalise allocation conditions by early next year.
Non-commercial licenses will then be allocated through an application
process and commercial licenses by auction."

Up to two licenses will generally be made available for local new
entrant commercial broadcasting and two for local non-commercial
broadcasting. Any further available licenses will be used for future
public broadcasting requirements, and unrestricted commercial
broadcasting.

Community broadcasting will also be enhanced through a modest increase
in power for users of Low Power FM Broadcasting. These users generally
serve local neighbourhoods and niche audiences.

Steve Maharey said the new policy framework would help to promote a
diverse range of content and formats in every community.

"It is important that local communities have access to new formats and
technologies as they become available so they continue to have a voice
on the airwaves. The new policy framework will ensure all government
decisions on broadcasting, for example on allocation of spectrum, take
local communities into account."

I have tuned in, and contributed to, the announcement and talkback on Wellington Access Radio. Yes, an increase in LPFM power, but no mention by Cunliffe of what the new level will be. I expect to receive the hard copy shortly.
