Hi All,
Hope you don't mind me posting this on a NZ group, however I'm sure a few
Australians look at this group (I do)

LPON (low power open narrowcasting) is very similar to your LPFM in NZ, however
we can transmit 1 watt but have only 3 frequencies available. Most of the
licenses have been taken over by large organizations (one organization now has
over 500 licenses!!) not only that but to obtain a license (if available) it
costs a minimum of $2000 (if you are not outbid in the auction)
Therefore I am trying to form a group so that individuals such as myself who
wants to start a non profit local radio station can have a fair chance in
obtaining a license.

Hopefully you get it all sorted soon. I've tinkered a wee bit with web
pages and server updates in the past... perhaps it is a permission or
some configuration file at fault. Perhaps a bit of code that was
modified in the original setup got overwritten with a default value or
something with the update.

Located in Hazel Avenue, Mount Roskill, at the very END of the street
on the LEFT, behind the Scout Hall. There is a driveway on the left
just past the Scout Hall which takes you down the side of that
building into an area in front of the club rooms where there is room
for a number of cars. There is also plenty of parking in the street.

Hazel Avenue is off Dominion Road. Coming from Mount Albert Road, it
is the SIXTH street on the left. From the other direction, it is the
TENTH street on the right after Balmoral Road.

There was an issue regarding upgrading the underlying code which I
thought had been resolved over the last weekend.

However, I find that although the site is valid, the home page is blank.

I hear a lot of radio (it's what I do) and I've not heard anything as
blatantly obvious as the program material on 88.4
Sure, some stations may be using compressed formats, but whether it is
just poor quality song files or some kind of phase issue with the
station's stereo encoder, it is not something I'd want to listen to.
I don't know if the operator of the station concerned is a member on
here but if not, someone who may know of them might like to pass the
comments on. They may of course not be aware of the issue.

Mediaworks has the ability to purchase and commission commercial
frequencies and I hope they will do so in areas that George is
currently broadcasting on low power.
Yet another shortcoming in the GURL, stations who operate on
commercial frequencies should not also be allowed to utilise low power
frequencies.
The fundamental idea of LPFM is to allow those who can not afford a
commercial/high power licence to get on the air.
Commercial stations such as George that utilise low power frequencies
are effectively "double-dipping" and making it difficult (in some
cases impossible) for LPFM operators to broadcast.

I could say same thing about every station on the dial appart from concert.

broadcasting despite the current economic climate.


Now, here is a reminder that The Society Of Low Power FM Broadcasters
Incorporated is holding a second J-Pole Antenna construction evening
on Tuesday 20th January 2009 at 6pm at the Auckland VHF Group club
rooms in Mount Roskill.

The last antenna constructions session cost members $40, and
non-members - $68. We expect the charges to be similar for the next
session, but will depend on the cost of the materials, which are being
sourced by Les Dixon (hence the cut off date). Payment will be
required before construction begins - we will accept your money at the
session.

Howick and are looking to borrow an antenna tuned to 107.7 for the event.

Thanks to Robert from Mountainside FM we have use of a TX for the day,
but are still searching for an antenna.

The issue of large networks and corruption of the LPFM GUL from  non primary rebroadcasting of Satellite or Internet feed is another hairy monster which will need to be addressed some time.

I regret to have to inform you that in spite of the considerable amount of work that has gone into finalising calculations that would enable the upgrade of the LPFM GUL to 1 watt the task has yet to be completed.  As a consequence it will not be possible to publish the revised GUL prior to Christmas.
 
I will review the work required on the upgrade both within this Ministry and with CAA and advise further on a proposed publication date for early in 2009.

I have been working to finish the calculations necessary so that we can publish about the end on this month.  As part of the process I have today had discussions with Airways and CAA to confirm the rules required for the coordination calculations in regard to the separation required between FMBC and LPFM transmitters and aeroplane landing routes and also in regard to the extent of the area where those calculations are required.
 
ACC, the regulatory authority for the safety of things aeronautical, will write to us confirming those discussions and I am please to report that we have had no unexpected pronouncements.  In effect this means we have been doing the right things to date.  There is one area where our previous thoughts had been adjusted and that was in relation to clearances close to landing routes calculations required for LPFM transmitters.  I will undertake analysis tomorrow to see what effect this on our coordination processes.  I am expecting the effects to be minimal.
 
Should everything go to plan we should be able publish a new GUL mid December.  I will advise if this timing can not be met.

Your best option is to do some local reception testing and determine
the most suitable frequency to use based on your results. That's all
that anyone else will do for you as there are no detailed coverage
maps based on existing stations due to them not being registered and
the fact they change so often.

We are setting up a LPFM station in Auckland. The antenna will be
located somewhere on the North Shore (between Torbay and Takapuna
subject to availability of location to mount the antenna).

I would prefer, as a group the LPFM community choose a freq for us to
use so to limit any interference that may be caused.

For the immediate time frame, to know if the lower or upper band (in
the LPFM) is more suitable as the dipole needs to be cut in either
band shortly.
