In the case of Royal National Park, "you do not have to pay if you are just
passing through the park and do not stop" [

However, if you are referring to another park that is effectively a
dead-end, you must pay to enter the park (since there is nowhere else you
could be going).
My advice would be to contact the National Parks and Wildlife Service and
get the official word.
