The fee does not discriminate between cars or motorcycles.

AS i recall it the Royal National Park waived anyone through who was not
stopping, bike or car. so if you tell them you are going through to Bundeena or
Woolongong there is no fee. Royal national park you can get booked if you are
parked in the picnic areas.

I am unaware of what the rule is if you are riding through other parks.
