I think the whole problem the governments have is simply that motorcyclists
just do not kill or injure enough people.
We have unjustifiably high third party liability insurance (CTP Greenslip).
Which is solely designed to insure against people we injure whilst at fault
in a collision. Pretty much all the other road users we are likely to
collide with are pretty well cocooned in their 4WD's, cars trucks and buses.
Therefore, the only people we are likely to require this CTP insurance
against are cyclists and pedestrians. It is clear to me that we must not be
injuring these people to the extent that we need to, justifying the high
premiums we must pay each year. Thus the Victorian government (led by
Macquarie bank and insurance companies) see it is in the public interest to
find ways in which we can fulfill our quota of CTP claims against us by
introducing ways of inflicting serious and life threatening injury to
pedestrians and cyclists.
I'm pretty sure we need not worry about this one folks, once the supremely
powerful pedestrian council consider the repercussions of this, even the
corporations won't be able to argue it.
As for wireless electronic ID tags, that may be another matter, but I'm also
pretty sure they will be difficult to mount in such a way they can't
'fall-off'
