The data is RTA data and there are limits to what is available and how
they will extract/interegate the data for the MCC.

Experience is hard to measure, for instance a rider coming back to
riding after say 20 years may have held a license for all that time
yet have only very limited experience a long time ago on bikes that
were very different and far less powerful. I believe my father still
has a license but hasn't ridden a bike since the late 1950's while my
VTR250 probably has more power than the 500cc race bikes my father use
to 'borrow' off my uncle.

On the other side of experience, you could have a 19 year old who has
just got their license but has been riding dirt bikes since the age of 4.

I think the full term is "Excessive speed for the conditions" which does not relate to breaking the speed limit. Tis a cover all leading to absolving the RTA...
