Hi Phil,
Thanks for the info, and thorough research.
I've used that number/link and reported a spot on Wiseman's Ferry
Road in the past, which then received treatment a week later. The RTA
repair crew even phoned me to my mobile when they were on their way
there to confirm the spot. They made a repair which improved the
situation, but it didn't entirely solve it. Top marks for good
intentions here!
I think this number is more to report pot-holes and water/storm
damage and the like which needs a quick fix because of acute danger.
For the RTA to revise their road improvement policies (i.e. what kind
of surfacing technique they use etc) will need some kind of political
pressure.
Anyway, the squeaky wheel gets the grease, and a well written
complaint to the correct authority with visible cc to public forums
and possibly newspaper or magazine will probably get you further than
a rant to a forum of like-minded folks who aren't content with
anything but the Oxley Highway :)

I'm sure if enough people ring in to bitch and moan, they will either
get annoyed and close down the number, or do something about it...

currently...
