New information to hand: new date for the change is 17 Sept 2003.

I am planning to set up an alternative public repository for files
and photos so that people do not have to use a Yahoo ID to get the
files. I will advise when this is being implemented.

It seems the change came about when I disputed Yahoo's assertion that
they had emailed all group moderators and placed a message on the
Groups home page in Yahoo.

For Australian-based groups, both of these have happened only today.
