Hey Mal,
Just got off the phone with a bike mechanic and told him the symptoms of my bike
and when I told him that I didn't have the air cleaner and box on it he
suggested that that could be the problem with it not revving. He said that these
engines need to have that restriction in place to get the full revs or it runs
way too lean. Thought that might be the problem with yours too!

Hi Mark
I may not be the best person to answer this as i can still not make mine
go. however the times that it did go it was very limited with the revs, it was
hard to start and only reved to 5500. then after getting advise to check the
valvue clearances, I got those set and when it was next started it reved great
all they way, The only reason the valvue clearances were out was because i
changed the head gasket and mixed 2 up. The next time i could only run it by
spraying areo start into the carbiles and could not even make it rev, so the
nice running motor was short lived.
