Are you getting good spark? Have you got the enricher (choke) connected
and working correctly? Have you adjusted the pilot air jets (mixtures)?
Have you downloaded the workshop manual?
The float levels are measured from the carb-body surface (the majority of
the flat section under the carb-body [not the raised sections]) to the
highest point on the float. The float has to be just touching the needle,
not putting pressure on it.
If you grab the workshop manual, there's a (reasonably) good diagram for
measuring float levels. If you still can't work it out, go download the
workshop manual for the GSX250F (Across), as they're really similar, and
the diagrams are much better.
