Yes, they will fit well under the small covers. With the snappiable HH, you can fold the front down if need be too to shorten the rise on a smaller bub, so those snappiable nappies will last from birth up to ~9kgs. Newborn nappies will also fit under the small covers.

Do these fit nicely under your small fleece covers?  I have 1 small
fleece cover but don't seem to have any nappies that fit under it. 
I see the weight range for the nappy is 4-9kg but for the cover it
is 4-8kg.  What nappies do you recommend to go under the small
fleece covers.  If the small hemp huggers do I would like the 2 blue
snappible ones for $14 each.
