Well, there's always the Mook rules...

Two ideas...
{Well, other than not designing your Nemesis like that!} :->
1.) Treat it as normal combat, using the default skill of 2 for the
Nemesis (since Ranged combat isn't his thing...), or
2.) Treat it as a Mook Attack, with the "Threat rating" representing
how hard it is to make the shot...
or, perhaps, a Scab roll, where a high Roll of '6' means you scored a
point of Chi on him, and a '5' means he isn't hit, but is 'pinned
down', and can't close the range!
